Rebecca Flake joined the Education Group of Dow Lohnes in 2011 as a Senior Manager of Higher Education Services. Ms. Flake assists the group’s lawyers and clients in matters relating to compliance with Federal Title IV regulations.
Prior to joining Dow Lohnes, Ms. Flake held the position as Senior Compliance Auditor with Ball & McGraw, PC for over 14 years. In this capacity, she conducted Title IV compliance audits for many different types of for-profit institutions throughout the country. As a result, she is very familiar with the audit and compliance requirements of non-traditional, for-profit institutions. She has also provided technical assistance and training to institutions in matters relating to the Title IV compliance requirements. Specifically in the areas of; verification, refund calculations, professional judgment, and conflicting information. Ms. Flake has conducted pre-program review assessments and pre-acquisition due diligence reviews. She has also provided assistance to institutions during the program review process. From 1993 to 1997, she held the position of Financial Aid Director at High-Tech Institution in Phoenix, Arizona. During her tenure, she was responsible for the management and compliance of the student aid office. From 1991 to 1993, she held the position of Financial Aid Officer at Long Medical Institute in Phoenix, Arizona. During her tenure, she managed the compliance of all aspects of the student awarding process.
