Some of the lobbying projects that Dow Lohnes government relations attorneys have undertaken in recent years include representation of:

  • a digital-to-analog chip manufacturer in securing enactment of a $1.5 billion digital-to-analog television converter box subsidy program in the Digital Television Transition and Public Safety Act of 2005;
  • an online marketing firm during the 108th and 109th Congresses in securing essential changes to anti-spyware legislation, including federal preemption of state laws;
  • information technology and broadcast companies in connection with the broadcast and audio flag provisions of the 2006 telecommunications Senate and House reform bills;
  • a chip manufacturer in securing federal preemption of state energy efficiency laws governing set top converter boxes;
  • an airline in connection with the special airline provisions of the Pension Protection Act of 2006;
  • a client and the organization of a broad based coalition of colleges, universities, schools, the Catholic Television Network and public television stations before Congress, the Federal Communications Commission “FCC”) and the Department of Commerce to obtain a unanimous vote of the FCC maintaining the client’s continued allocation of the 2.5 GHz spectrum band;
  • a national higher education association in connection with the negotiation and enactment of the Technology, Education and Copyright Harmonization Act of 2002;
  • an auction company to secure inclusion of language in the Federal Activities Inventory Reform Act to insure that its services are eligible for inclusion in the inventory;
  • the Canadian steel industry to secure exemptions from U. S. steel import restrictions;
  • the largest Canadian steel company to secure the same treatment as U. S. companies under the Fastener Quality Act;
  • a group of major market public television stations in the drafting and lobbying for legislation to provide stations greater freedom in using their air time to generate revenue to replace federal support;
  • a coalition of higher education associations and individual colleges and universities to secure an exemption from the FCC requirement to contribute to the Universal Service Fund as telecommunications service providers;
  • a foreign shipping line during Congressional consideration of immigration reform legislation that limited the ability of foreign nationals to perform long shore work on foreign flag vessels while in U.S. waters. We organized and coordinated a U.S. and foreign-based coalition of affected companies and secured an amendment that fully protected our client's interests; and
  • a non-profit university to secure inclusion of a provision in the Higher Education Act making college and university students eligible to receive federal financial aid for courses delivered via telecommunications over the opposition by the Department of Education. The project included organizing and leading a coalition of 1,500 colleges, universities and national and regional associations.
