Gary Lutzker joined Dow Lohnes in 1996 and became a Member in 2003. Mr. Lutzker specializes in communications and telecommunications law, regulation, transactions, and policy. He regularly counsels communications and media clients regarding transactional and regulatory issues and represents various clients before federal, state, and local regulatory agencies. Mr. Lutzker typically is involved in a wide variety of matters including, e.g., rights-of-way franchising and compensation, rate regulation, program access, leased access, network non-duplication and syndicated exclusivity, mandatory carriage and market modifications, retransmission consent, program services marketing, pole attachments, facilities siting, copyright, and intellectual property licensing.

Mr. Lutzker also counsels clients in the policy arena, prepares comments in administrative rulemaking proceedings, and advises clients on the operational impact of telecommunications and cable television law as well as federal and state telecommunications and cable television regulations.

Prior to joining Dow Lohnes, Mr. Lutzker served as Telecommunications Counsel for the City of New York Department of Information Technology and Telecommunications from 1993 through October 1996, where, among other things, he prepared and negotiated franchises and requests for proposals involving the use of municipal rights-of-way by telecommunications and cable television providers.

While attending the Benjamin N. Cardozo School of Law, Mr. Lutzker served as editor-in-chief of the Cardozo Arts & Entertainment Law Journal and from 1973 through 1993 performed as an instrumentalist, arranger, orchestrator, and copyist for radio and television commercial announcements, television and motion pictures, Broadway and Off-Broadway theater, and symphonic productions.
