Mr. Ferenbach advises clients on a wide variety of education matters at the federal and state level, including advice on pending legislative and regulatory matters before the U.S. Congress and U.S. Department of Education. He also brings to bear his experience as former General Counsel at a large university. His broad expertise includes government relations as well as general corporate, communications and intellectual property law.

Prior to re-joining Dow Lohnes, he was Senior Vice President, General Counsel and Secretary of Strayer Education, Inc . and of Strayer University, Inc. where he worked from 2002 to 2010.

At Strayer, Mr. Ferenbach managed the legal affairs of the University and its publicly-traded holding company and provided advice and counsel on diverse legal and policy issues associated with a rapidly growing institution. Mr. Ferenbach led the successful effort at Strayer University to gain regulatory approval and commence operations in many new states and was also responsible for federal government relations. He managed the growth of General Counsel’s Office from two to seven attorneys and he helped Strayer maintain an outstanding regulatory compliance record. In 2007, he co-chaired the team responsible for successful reaffirmation of accreditation of Strayer University by the Middle States Commission on Higher Education.

Prior to joining Strayer, Mr. Ferenbach was Senior Vice President and General Counsel to the Public Broadcasting Service (PBS) where he negotiated business alliances in the media, education and new technology fields and managed a staff of up to fifteen professionals. As lead counsel to the PBS ventures unit, he helped structure innovative strategic alliances, licensing arrangements and joint ventures to extend the reach of public television. He also devised and successfully implemented several multi-year lobbying campaigns and helped develop legislative strategy to block efforts to eliminate federal funding for public broadcasting.
 
Before joining PBS, Mr. Ferenbach was an associate in the corporate practice group of Dow, Lohnes & Albertson and practiced corporate and securities law at Piper & Marbury in Baltimore, Maryland.
